(All documents for changing the owner of the SFD it can be sent by email, post or delivered in person at the register of the LAA CR. It is not possible electronically via the administration website!)
What must be added to the LAA register so that the owner can be changed in the documentation.

Change of SFD owner through the technical inspector
- The seller and the buyer visit the inspector and present him with the purchase contract they have concluded between them. Both of them sign the contract in front of the inspector and state their ID card or passport number. The inspector makes an entry in his records and immediately sends the registration sheet with the change of owner to the LAA ČR register and attaches a copy purchase contracts. Based on the registration sheet with the purchase contract and payment of the relevant fee, the registry registers the new owner and issues a new technical license.
- The technical inspector is visited by the current owner of the SFD (seller), who presents the purchase contract with the new owner's national ID and his signature. The technical inspector verifies the identity of the seller, verifies his identity card, writes down the OP or passport number. The owner (seller) signs the contract in front of the inspector. The inspector makes an entry in his records and immediately sends the registration sheet with the change of owner to the LAA ČR register and attaches a copy purchase contracts s signatures seller and buyer. On the basis of the registration sheet with the purchase contract, the existing technical license and payment of the relevant fee, the registry registers the new owner and issues a new technical license.
- The technical inspector will be visited by the new SFD owner, who will present notarized purchase contract (in case of doubt, the inspector can verify the correctness of the data by phone with the seller). The technical inspector verifies the identity of the new owner and writes down his OP or passport number. The inspector makes an entry in his records and immediately sends the registration sheet with the change of owner to the LAA ČR register and attaches a copy purchase contracts. Based on the registration sheet with the purchase contract and payment of the relevant fee, the registry registers the new owner and issues a new technical license.
Change of SFD owner in the LAA register
If the SFD owner requests the transfer of the aircraft to another person directly on the LAA CR register, the procedure is as follows:
- If both the current and the new owner appear, they will submit the purchase agreement to the LAA CR register; an employee of the LAA CR register will verify the identity according to personal documents and both will sign the contract.
- In the event that a notarized purchase contract is delivered, the LAA ČR register can change the owner of the SFD without the presence of the buyer and seller.
- On the basis of the signed purchase contract and after payment of the relevant fee, the LAA CR register will make the change and issue a new SFD technical certificate.
- The register of the LAA of the Czech Republic will enter the change of owner in the SFD registration sheet, which will immediately send a copy of the purchase contract to the relevant technical inspector so that he can carry out the change of owner in his TP records.
Note:
In these instructions, the term "purchase contract" generally means a contract documenting the transfer of the owner, it can also be a gift contract and the like.
Duležité upozornění:
When changing the owner and extending the validity of the technical license, the original technical license must always be submitted to the LAA CR registry, otherwise the registry will not perform the required action. If this is not possible, the current (original) owner must provide written justification, e.g. a statement about the loss of the technical license.

Procedure of the technical inspector when registering the SFD operator
The technical inspector writes the owner, who is also the operator, in the Registration Sheet.
If the operator is to be a person different from the owner, the technical inspector registers the operator only at the owner's request and with the operator's consent (must be documented in writing to the LAA CR register). If the current registered operator no longer wants to be one, he must submit a written request to the register and the owner must agree to this.
In regulation LA2, in Chapter I, paragraph 1.4.3, the operator is defined as follows:
"Operator - the operator of the SFD is its owner, unless he submits a written agreement with another natural or legal person that this person will be the operator of the SFD."
How to proceed when changing the owner of a SFD outside the territory of the Czech Republic (ULL, MZK, ULH, ULV, ZK)
If the new owner of the SFD is to be a foreigner, he must take into account that the pilot and technical licenses issued by the LAA CR have limited national validity and are therefore not automatically valid abroad.
When operating the SFD, a foreign citizen must comply with the following rules:
- A citizen of a foreign country, which obtains LAA pilot's license and will fly in the Czech Republic. Conditions: - must provide a written declaration that he will fly in the Czech Republic (to be submitted to the LAA CR register together with the documents for the registration of the aircraft).
- A citizen of a foreign country who will fly abroad:
Conditions:
- only SFDs with a technical type certificate can be transferred abroad P and A. These are type-approved aircraft of a Czech manufacturer (LAA supervises the manufacturer, production, approves technical qualification, we supervise bulletins) or aircraft that have received a Czech type certificate and may also be manufactured by a foreign company (ECHO, GOLF, Dynamic, etc.).In the Czech Republic, there is a type administrator (authorized dealer) who is responsible for contact with the manufacturer, for bulletins, etc.– the new owner must provide proof written consent of the relevant foreign aviation authority, i.e. permission to fly.on OK marks in their country. This document will be based on the LAA CR register.- must further document statement of the owner, that he has been familiarized with the rules established by the LAA of the Czech Republic for the maintenance and operation of the SFD, that he will respect these rules and will be in contact with the relevant inspector technician to whom he will report all changes or damage to the aircraft. This statement will also be based on the LAA CR register. -
A citizen of a foreign country who wants to fly abroad with a plane from foreign manufacturer outside the administration of the LAA CR:UNABLE to assign OK tag…. and there is no reason for it. We have no supervision over production, operation, technical capability, bulletins, etc.
The next steps in changing the owner of the SFD are the same as when changing the owner of the SFD within the Czech Republic.
Change of MPK owner
- During the commissioning of the MPK with the issued type certificate, the inspector visits the new SFD owner and presents him proof of purchase MPK (purchase agreement, invoice or sales document from the MPK dealer). This is not necessary if the MPK is put into operation by an inspector authorized to do so by the relevant manufacturer. The inspector will make an entry in his records and immediately send the registration sheet to the register of the LAA ČR. Based on the registration sheet, the register registers the new owner and issues a new technical license.

The inspector makes an entry in his records and immediately sends the registration sheet with the change of owner to the LAA ČR register and attaches a copy purchase contracts. Based on the registration sheet with the purchase contract and payment of the relevant fee, the registry registers the new owner and issues a new technical license.
Note:
In the event that the seller and the buyer have not concluded a written purchase agreement between themselves (for example, for the low value of the SFD being sold), both of them will confirm the change of owner with their signatures in the space for notes in the registration sheet. In the event that the new owner does not have a purchase contract available and for serious reasons the presence or statement of the original owner cannot be ensured, it is possible to register the change of owner based on a written sworn statement of the new owner. In this case, the technical inspector will verify the identity of the new owner and write down his OP or passport number. The inspector shall make an entry in his records and immediately send the registration sheet with the change of owner to the register of the LAA CR and attach a copy of the sworn statement. On the basis of a registration sheet with an affidavit and payment of the appropriate fee, the registry registers the new owner and issues a new technical license.In the event that the seller and the buyer have not concluded a written purchase agreement between themselves (for example, for the low value of the SFD being sold), both of them will confirm the change of owner with their signatures in the space for notes in the registration sheet. In the event that the new owner does not have a purchase contract available and for serious reasons the presence or statement of the original owner cannot be ensured, it is possible to register the change of owner based on a written sworn statement of the new owner. In this case, the technical inspector will verify the identity of the new owner and write down his OP or passport number.
