Chapter 1. General provisions

a) These Terms and Conditions for the organization of air public performances were issued by the LAA CR as a procedure according to which requests are assessed and consent to their implementation is issued in accordance with the provisions of Section 78 and paragraph j) of Section 83 of the Aviation Act.

b) The conditions for organizing public air shows of the SFD are binding for all persons involved in the preparation and execution of these events, i.e. dispatchers, flight directors, organizing service, crews of all participating SFDs and ATC or AFIS service personnel involved in the preparation and execution of public air shows.

c) SFD pilots, ATC or AFIS service personnel participating in the preparation and execution of a public SFD air show, staff of the organizing service and guarantors of air shows must know this procedure to the extent necessary for their activities.

1.1. Distribution of public air performances

1.1.1. Public aerial performances without the participation of SFD

These public air shows are subject only to the jurisdiction of ÚCL and/or AČR, and their regime is governed by the valid directive Conditions for organizing air public shows, issued by ÚCL.

1.1.2. Mixed public air departures (various types of aircraft including SFD)

They are subject to the joint jurisdiction of ÚCL and/or AČR, the Police of the Czech Republic, AeČR and authorized persons according to § 81 of the Aviation Act (hereafter referred to as LAA ČR), when ÚCL issues consent to the organizer, including pilots and aircraft under its competence, and LAA ČR issues consent to the organizer to operate SFD. The general rules for organizers are governed by the directive "Conditions for the organization of air public performances" issued by the ÚCL; the following conditions apply appropriately for SFD performances.

1.1.3. SFD public aerial performances

Issuance of consent according to these Terms and Conditions is carried out by the LAA CR.

1.3 Definitions

Densely populated area
Space that is used mainly for housing, business activities or recreation.

Public Air Show (Aerial Event)
SFD public air show, Air Day or Promotional air event.
Demonstration of a manufacturer's or seller's own production, which is intended for potential customers without public access, is not considered a public aerial performance, nor is normal flight activity observed by persons located in publicly accessible areas of the airport, SFD area or outside.

SFD public aerial performance
Activity associated with the preparation and realization of an aerial performance of SFD for spectators who are gathered for this purpose at a specified time at a specified airport, an area for take-offs and landings of SFD and related areas or at a place defined in advance for that purpose.

Airshow
It is an activity associated with the preparation and performance of an aerial performance for spectators who are gathered for that purpose at a specified time at a specified airport or in its immediate vicinity (according to the definition of the directive Conditions for the organization of aerial public performances, issued by the ÚCL). The aviation day can be with the participation of SFD.

Promotional air event
It is an activity associated with the preparation and performance of an aerial performance for spectators who are gathered for this purpose at a specified time at a specified location outside the airport and its surroundings (according to the definition of the directive Conditions for the organization of aerial public performances, issued by the ÚCL). A promotional flight event can be part of another sporting or social event. The promotional event can be with the participation of SFD.

Flight director of the SFD public air show
The flight director of the SFD public air show must have the appropriate experience and skills and bear overall responsibility for the preparation and organization of the air event.

Performance limit
A line delimiting the smallest permissible distance of departing aircraft and/or SFD from spectators, parking lots, etc.

Minimum performance height
The minimum permitted flight height above the ground when exiting, excluding take-off and landing.

Performance description
Description of performance activities, including determination of minimum performance heights and limitations. The description of the performance must also include the name and surname of the commander of the departing SFD, the name and surname of the persons whose presence on board the departing SFD is necessary, a description of their function or activity, the type of departing SFD and, if applicable, a variant for adverse weather. One joint description of the performance is valid for the joint performance of the SFD group.

Organizer
FO or PO organizing public air shows. In the case of a PO, an authorized person acts on its behalf.

Organizer service
Duly trained persons securing activities related to the organization and operation of a public air show.

SFD public air show program
A chronologically ordered written list of all performances at the SFD public airshow (airshow or promotional airshow). The program must contain time data of individual performances, types and license plates of entering SFDs and names of pilots exiting SFDs.

Showroom
A horizontally and vertically cleared space in which the performance takes place and for which the valid restrictions differ from the provisions of UL 1 / ZL 1.

Fly through
Performance, when the SFD moves in the demonstration area in a straight line flight parallel to the performance limit (usually in the axis of the runway).

Mixed traffic
Mixed public air show of SFD and aircraft of other categories during one event.

Performance
SFD flight and SFD in a group, which is carried out during a public air show or during its training, which is usually different from normal flight activity.

Performing
SFD crew, whose performance is part of the public air show program.

 

Chapter 2. Procedure for organizing public air shows of SFD

2.1. Conditions for organizing SFD public air shows

a) A public air show of the SFD can only be organized on the basis of a decision to grant consent for its implementation and if the following conditions are met:

  1. A flight director was appointed and approved by LAA CR.
  2. According to the expected scope of the SFD's public air show, the flight director provided the organizing service, i.e. the necessary number of people with the appropriate experience and abilities and, if necessary, also with the appropriate authorization.
  3. The public air show has been prepared and is organized in accordance with these Terms.
  4. Before the start of the SFD's public air show, the flight director received a final decision on the granting of consent for its implementation, which was issued by the LAA of the Czech Republic.
  5. The flight director will ensure compliance with the conditions specified in the SFD Public Air Performance Agreement.
  6. The flight director will ensure continuous monitoring of the performance limit; and in such a way that in the event of its violation, he can be informed immediately and be able to take appropriate measures.

2.2. The venue of the SFD public air show

a) A public air show of the SFD can be held at an area suitable for this purpose, an area of ​​the SFD or at a civilian airport, the operator of which has a valid permit to operate the airport and a valid decision to determine the type of airport issued by the ÚCL, or it can be held at a military airport with the consent issued by the Ministry defense.

2.2.1. Determining the venue of the SFD public air show

a) The location of the SFD public air performance must be determined in particular with regard to:

  1. suitability of areas for take-off, landing, taxiing and parking of aircraft (if such activity is planned)
  2. obstacles in the immediate vicinity
  3. the proximity of inhabited, protected, ecologically and otherwise sensitive areas
  4. the presence of living creatures in the vicinity
  5. proximity to other airports, heliports, reserve areas, slopes for hang-gliding or paragliding, etc.
  6. the possibility of free entry and exit for rescue and fire service vehicles

2.2.2. Other requirements for the venue of the SFD public air show

a) For the duration of the program and during the arrivals and departures of the participants, the continuous operability of the movement area must be ensured.

b) If, due to the nature of the SFD public air show program, all the procedures specified in the applicable airport regulations cannot be followed, alternative procedures must be established for public air shows, with which the operator of the airport and/or SFD area must agree

c) The venue of the SFD's public aerial performance must be arranged in such a way that the SFD does not move over the place for spectators or over the car park, etc. during performance, take-off or landing.

d) A place must be provided for proper rest and meals for the performers.

e) The place for spectators and car parking must be located outside the runway and the used movement area in such a way that the moving SFD does not approach them at a distance of less than 5 m.

f) For public aerial performances by SFD, the rescue and medical service and the assistance of the fire brigade must be requested with sufficient time in advance.

g) The local regional police department of the Czech Republic, the relevant municipal authority/s and medical facilities must be informed of the public air show of the SFD in sufficient time.

h) If the expected number of spectators is higher than 500, a room for first aid with appropriate equipment must be set up at the venue of the SFD public aerial performance. This room must be appropriately marked and free access for medical vehicles must be ensured.

i) If the expected number of spectators is higher than 500, suitable sound equipment (public radio) must be used during the public aerial performance of SFD.

2.3. Showroom

a) The performance space must be determined by vertical and horizontal limitations determining the performance space. Performance restrictions other than UL-1 / ZL-1 guidelines apply only in the demonstration area. (Outside the demonstration area, UL-1 / ZL-1 guidelines must be followed in full.)

b) The horizontal delimitation of the demonstration area must be established by clearly demarcating, visible and unmistakable points or lines for the pilot.

c) The vertical delimitation of the demonstration area is from the surface of the ground to the specified height.

2.4. Appearance limit

a) The exit limit must be established as a line on the earth's surface that is clearly visible to the pilot when exiting and which delimits the demonstration area in such a way as to ensure the prescribed distance of the exiting aircraft from the area for spectators and car parking, etc. The exit limit can also be separate laid out.

b) The performance limit must not be violated by any of the performers even when flying in a group.

c) The exit limit must not be violated by the winch rope during operation or during its impact.

d) Taking into account the different speeds of exiting SFDs, more than one exit limit can be set.

2.5. ATC or AFIS service for SFD public air performances

a) An ATC or AFIS service must be established for a public SFD air show held at a civil airport.

b) The decision to establish an ATC or AFIS service for a SFD public air show held outside a civil airport depends on the decision of the flight director, who takes into account the location and specific conditions of the SFD public air show. In the event that an ATC or AFIS service is not established, the flight director must ensure appropriate communication with the SFD crews.

c) The choice of the type of services provided (ATC or AFIS) depends on the complexity of the SFD public air show program, its location and the flight director's decision.

d) The ATC or AFIS service station for public air performances is established in a protected place with an adequate view and must be equipped according to the applicable guidelines.

e) Correspondence on the frequency used during the departure of aircraft must be kept to a minimum during the departure so as not to disturb the attention of the pilots of the called aircraft, especially during the departure of SFD groups.

2.6. Organization of the SFD public air show

a) The persons who will perform the organizing service at the public air show must be informed of their duties and must be appropriately and visibly marked.

b) Only experienced personnel designated by the director of the air event can supervise the aircraft stand, manage the organizing service, public radio and ensure appropriate communication with the SFD crews.

c) The organizing service must have appropriate liaison with the ATC or AFIS service post for public air shows (if established) and/or with the flight director.

d) Areas inaccessible to spectators must be closed for the entire duration of the SFD public aerial performance.

e) The movement area and spaces intended for aircraft parking must be secured against the entry of foreign vehicles, but allowing the entry of vehicles of rescue, fire and organizing services.

f) Smoking is prohibited at the aircraft stand.

g) The aircraft stand must be divided in such a way that the exiting SFD is separated from the visitor SFD and the SFD displayed for static demonstration. All aircraft must be secured against illegal acts.

h) The organizer of the SFD public air show must issue written instructions on how to proceed in the event of an air accident or other danger to all interested persons. The instructions must also include telephone numbers for the emergency medical service, fire brigade and medical facilities.

i) The use of unmanned balloons and airships, the launching of kites, the flying of model airplanes or rockets is prohibited at the venue of the SFD public air show and in its vicinity, if it is not part of the program. This activity can only be included in the program under the condition that it will be carried out at such a distance from the spectator area, car parking, etc., that even in the event of any failure, neither the spectators nor the property will be endangered.

j) If the launch of unmanned balloons and airships, kites, model airplanes or rockets is part of the SFD public air show program, appropriate connection of the operating personnel with the flight director and with the station providing the ATC or AFIS service (if established) must be ensured and coordination with other air traffic must be ensured.

2.7. Meteorological minimums

a) The meteorological minimums specified in the UL-1 / ZL-1 directives must be observed during the public air performance of the SFD.

2.8. Minimum performance height

a) The minimum height of the SFD exit in the demonstration area must not be less than 5 m AGL; in the case of a fly-by in the landing configuration (if it is possible to land or take off during the fly-by), the minimum height is not limited.

b) Outside the demonstration area, the minimum flight height must be observed in accordance with the relevant provisions of the UL-1 / ZL-1 guidelines.

 

Chapter 3. Rights and obligations of participants

3.1 Flight Director

3.1.1. Rights of the flight director

The flight director is authorized to:

a) issue such instructions to the organizing service to ensure the safe and smooth progress of the SFD public air show,
b) not to allow any performance or part of it,
c) decide on holding a general test of the SFD public air show program,
d) request a non-public demonstration of the performance of any participant in a public aerial performance, if he has doubts about its safe performance,
e) during pre-flight preparation, issue such instructions to the performers in order to ensure the safe and smooth execution of the SFD public air show program,
f) start the SFD public air show program,
g) issue an instruction for the suspension or termination of the SFD public air show program.

3.1.2. Responsibilities of the Flight Director

The flight director is obliged to:

a) compile a program of SFD's public air show,
b) obtain the consent of the operator of the airport and/or SFD take-off and landing area for the SFD public aerial performance,
c) ensure adequate connection with the performers and/or the ATC or AFIS service for public air performances of SFD,
d) discuss the SFD public air display program with the relevant air traffic control office, if the venue of the SFD public air display encroaches on the controlled area,
e) ensure the issuance of a NOTAM by which other air traffic will be informed or restricted or prohibited at the place of the SFD public air performance, if this is necessary in the interest of the safety of departing aircraft and other air traffic,
f) ensure the publication of a navigation warning, if necessary,
g) ensure the necessary number of people who will perform the organizing service and issue them with the necessary instructions,
h) determine the place where SFD commanders will report after arriving at a public air show and before departure and ensure communication with it,
i) ensure that only flight personnel with appropriate skills and experience participate in the performance,
j) ensure that the performers have the following aids and information at their disposal in time: a map of the airport, an overview of the documents and permits with which the performers at the public air show will prove themselves, the time and method of arrival at the public air show, what means of check-in (parking) SFD they must ensure themselves the types of aviation fuels and oils provided and possibly other instructions,
k) invite the performers to announce before their arrival whether they have special requirements for the SFD public air show organizer,
l) verify the validity of their pilot's licenses, including the validity of their medical fitness certificate, if medical fitness is not part of the license. Verify the validity of the SFD eligibility certificate and proof of liability insurance for damages caused by SFD operation. If the program of the SFD public air show also includes the performance of radio-controlled models, the flight director is obliged to verify the validity of the relevant documents of model radio stations (if they are required for certain model radio stations),
m) establish minimum performance heights,
n) decide for each performer whether he can perform at the SFD public air show and give final approval for individual performances, or decide on their variants for bad weather and inform the performer and the ATC or AFIS service for public air shows of his decision,
o) hand over the SFD public air show program to all performers, the ATC or AFIS service for public air shows and the organizing service,
p) in the program of the SFD public air show, to draw special attention to the performing SFDs that do not take off from the venue of the SFD public air show,
q) carry out pre-flight preparation at least 1 hour before the start of the program, which must include at least the following points:

  • time control,
  • flight and alternate procedures, if established,
  • delimitation of the demonstration area and the restrictions applicable to it,
  • setting the performance limit and emphasizing the necessity of observing it,
  • requirements for avoiding areas of increased sensitivity, areas for waiting, etc.,
  • information on the NOTAM that relates to the airspace in which the public air show will take place, if it has been issued,
  • data on air traffic in the vicinity of the SFD public air show,
  • repeating the rules for avoiding aircraft (regulation UL-1 / ZL-1),
  • procedures for taxiing,
  • meteorological minimums,
  • meteorological report,
  • changes in the SFD public air show program and notice that the flight director can change the program that has already started,
  • comments on the general examination, if it was carried out, and clarifying instructions for the program,
  • the answers of the flight director and the staff of the ATC or AFIS service for public air performances (if one was established) to any questions of the performers,

 r) ensure the translation of pre-flight preparation for foreign passengers,
s) if part of the pre-flight preparation is issued in writing, hand it over provably to all its participants,
t) prove that you have issued a valid Consent to perform a public SFD aerial performance (e.g. during pre-flight preparation). Have this document available for the entire duration of the SFD public air show,
u) monitor the ongoing program of SFD's public air show,
v) through the ATC or AFIS service for the public air show of SFD or by radio, issue an instruction to interrupt or terminate the air show or program of the public air show of SFD, if he receives information about a violation of the performance limit or if he has legitimate concerns that the safety of spectators is or may be endangered , performers or other persons and property,
w) inform the Light Aircraft Association of the Czech Republic about cases of violation of these Conditions and aviation guidelines of the LAA ČR,
x) to keep and have available all documents (copies thereof) on the basis of which all performances were carried out, for a period of at least 30 days from the end of the SFD public aerial performance, for possible inspection.

3.2. Performing

3.2.1. Performer's Rights

The speaker is entitled to:

a) to refuse or interrupt a performance at any time,
b) propose to the flight director one of the variants of his performance depending on the meteorological conditions and the circumstances of the SFD public air performance.

3.2.2. Obligations of the Performer

The speaker is obliged to:

a) submit to the flight director in time a description of the entry of SFD at a public air show,
b) organize your performance in such a way that during the performance the SFD moves in the performance space along the performance boundary or away from the audience; do not perform flights towards the audience followed by a sudden (sudden) turn near the end of the performance,
c) participate in pre-flight training,
d) upon request, submit the required documents to the flight director for inspection,
e) comply with the performance variant as described, including all restrictions,
f) ensure that only the crew named in the description of the performance are on board the SFD during the performance,
g) respect the instructions of the ATC service for public air performances,
h) respect the instructions of the ATC service for public air performances,
i) take into account the action of the propeller and / or autogyro current during the performance, so as not to endanger the spectators and property on the ground,
j) participate in the flight review, if it takes place.

3.3. An employee of the ATC or AFIS service for the SFD public air show

3.3.1. Duties of an ATC or AFIS service worker for SFD public air performances

The employee of the ATC or AFIS service for the public air performance of the SFD (if established) is obliged to:

a) participate in the pre-flight preparation and flight review, if it takes place,
b) during pre-flight preparation, answer the questions of the participants,
c) comply with the flight director's instructions to ensure the safe and smooth running of the SFD public air show program,
d) in case of unauthorized entry of spectators into the movement area, interrupt the SFD aerial performance program,
e) inform the performers who use a different place for take-off than the one where the public air show takes place, about the changes to the program of the SFD public air show,
f) issue such instructions or information to performers in order to ensure the safe and smooth progress of SFD's public air performance.

3.4. Organizer service

3.4.1. The rights of a person performing an organizing service at a public air show of SFD

A person performing an organizing service at a public SFD air show is entitled to:

a) prohibit the entry of spectators into spaces not intended for them.

3.4.2. Duties of the person performing the organizing service at the SFD public air show

The person performing the organizing service at the SFD public air show is obliged to:

a) follow the instructions of the flight director to ensure safety,
b) notify the flight director of facts that may affect the safe course of the SFD public air show program.

 

Chapter 4. Recommendation

4.1. Recommendations for organizing SFD public air shows

a) Spectators and car parking are recommended to be located on one side of the runway that will be in use during the SFD's public air show, while SFDs may have free space provided for movement on the other side.

b) In the interest of the organizer, it is desirable that liability insurance is taken out for damage to health and property caused by any event related to the organization of a public SFD air show.

c) It is recommended to check the documents and all the requirements of the participants of the SFD public air show already after their arrival.

d) In the case of using public radio (public address system), it is recommended that the flight director and the persons providing the ATC or AFIS service for the SFD public air show have the possibility of direct access to its broadcast in the event of an urgent important announcement.

e) In order to ensure the smoothness of the SFD public air performance program, it is recommended that the abductors notify the appropriate ATC or AFIS station of the time required to warm up the engine before taxiing and the time from take-off to reaching the required altitude to start the performance.

f) Before a public SFD air performance, it is recommended to carry out a general test and its subsequent analysis, during which the mutual requirements of the flight director, the ATC or AFIS service and the performers will be specified.

 

Chapter 5. Procedure for permitting SFD public air performance

5.1. Permission for an individual SFD performance

a) Individual performance of SFD is subject to permission of the flight director.

b) The pilot submits a "description of the performance" (see form) to the flight director well in advance, no later than one day before the public flight performance. This does not in any way affect the authority of the flight director to ask the performer to perform a performance in private.

c) The flight director can also decide on the SFD performance directly at the venue of the public SFD air performance based on the presentation of the "performance description".

Note:
The permission presented by the exiting pilot does not relieve the flight director of the authority to refuse the exit or to request a non-public demonstration of the exit if he has doubts about its safe execution.

5.2. Conditions for submitting an application for granting consent to the organization of a public air show by SFD

a) the application for granting consent to the organization of a public air show by SFD (hereinafter referred to as the application) is submitted by its organizer or a person authorized to act on his behalf

b) the application must be delivered to the LAA CR no later than 30 days before the date of the SFD public air show and can be submitted as follows:

  1. in person at the headquarters of the Light Aircraft Association of the Czech Republic, Ke Kablu 289, 102 00 Prague 10,
  2. by post / fax, (e-mail address: vystoupeni@laacr.cz)

c) the application must contain at least the following components:

  1. form Application for granting consent to carry out a public aerial performance of SFD,
  2. SFD public air performance program,
  3. Plan of the site of the SFD public air show, including a drawing on a 1:50 map,

5.3. Granting consent to the organization of a public aerial performance by SFD

a) the decision to grant consent to the organization of a public air show by SFD is issued within 15 days from the date of delivery of the application

b) an appeal against the issued decision can be submitted to the superior body: MD of the CR.
