In general

This ELSA-D regulation complements the ELSA-A regulation (Airworthiness requirements for amateur-built ELSAs), indicating the differences of the ELSA category from the SFD regulations. For the needs of the ELSA category, the UL-2 regulation (SFD ULL airworthiness requirements) is replaced by the ELSA-A regulation. All other regulations valid for the SFD are also valid for the ELSA category. Exceptions and additions are listed in this Addendum.

 

ELSA-D 1 Applicability

This ELSA Airworthiness Requirements Supplement may be used for aerodynamically controlled airplanes built by an individual builder to their own design or from a kit that meets the requirements defined by the ELSA-A regulation.

1.1. The trial period of validity of the ELSA regulations is 3 years from their introduction.

1.2. During the trial period, ELSA's operation is limited to flights within the airspace of the Czech Republic.

1.3. Flights abroad are only possible with the approval of foreign aviation authorities, the pilot is responsible for meeting the conditions of the flight abroad.

Regulation LA 2 is supplemented as follows:

Chapter 1 Introductory provisions

Paragraph 1.1. The authorization is valid for the following types of SFD:

Chapter 2 Conditions for issuing a SFD type or technical hop certificate

Paragraph 2.1 The applicant for a Type or TP SFD must demonstrate compliance with all the requirements of the relevant technical regulation:

2.4. Conditions for issuing TypeP and TP for ELSA

2.4.1 The applicant must confirm in writing on the ELSA builder declaration form that the ELSA built by him meets the requirements of Basic Regulation 216/2008 Appendix II letter c): aircraft, of which at least 51% were built by an amateur or a non-profit organization of amateurs for their own purposes and without business goal
2.4.2. In the case of a factory-built kit, the kit manufacturer will prepare a list of works so that the 51% rule is met. The scope of the kit will be submitted to the LAA CR for approval.

Chapter 4 Technical certificates SFD

In paragraph 4.1.2, add the following paragraph after the words ... LAA ČR

– in the case of ELSA, it is intended for individually built aircraft from the LAA ČR type-approved kit manufactured by the manufacturing company.

Paragraph 4.1.3. does not apply to ELSA.

Chapter 5 Procedures for verifying and extending the airworthiness of individual SFDs

Paragraph 5.1.1 is added

In the case of ELSA, the applicant will notify the chief technical inspector of ULL of his intention and he will designate the relevant technical inspector who will carry out professional construction supervision.

Paragraph 5.1.7 Issue of TP is added

In the case of ELSA, the applicant will additionally submit the ELSA Builder's Declaration.

Paragraph 5.2.1 is added

In the case of ELSA, the applicant will notify the chief technical inspector of the ULL of his intention and he will designate the relevant technical inspector who will carry out professional construction supervision. It is possible to build only from a kit that is type-approved by the LAA CR.

Paragraph 5.2.7 Issue of TP is added

In the case of ELSA, the applicant will additionally submit the ELSA Builder's Declaration.

Paragraph 5.6 is added. Requirements for the transition of existing SFDs to the ELSA category

5.6.1 The applicant will notify the chief technical inspector of ULL and he will determine the next procedure.

5.6.2 To transfer existing ULLs to the ELSA category, the following requirements must be met:

– technical license category “Z” or “A”
– basic aerodynamic and strength calculation of the aircraft for the increased limit of max. take-off weight
– the necessity of a verification stress test will be assessed by the chief technical inspector of ULL LAA CR
– corresponding documents in the case of a kit purchased from the manufacturer
– verification of flight characteristics and performance, including a fall speed of 75 km/h
– change of flight manual, change of license plate

Chapter 9 Identification marks and labels
